Job Description

Tasks

SUMMARY OF DUTIES: Provides technical, logistical and administrative support to the Deputy Division Engineer for the efficient and cost effective management of track construction and maintenance projects.
Ensures all track projects are initiated using the department’s guidelines and track maintenance and construction programs support existing schedule and maintain a safe and dependable environment for all train operations. Must be intricately involved in the development of work activities, funding, spend plan and the project schedule. Coordinate track maintenance and construction projects with other departments, control force levels on the division by advertising/abolishing craft positions. Ensures regular track inspections are made and the summary maintenance reports are provided to appropriate Amtrak management and to the FRA. Ensures all aspects of the physical plant meet or exceeds current FRA standards. Monitors the procurement status of all material and ensures the proper installation of materials. Provides input to the Safety and Emergency Response Plans for the Division. Implements safety plan for the prevention & elimination of personal injuries and hazardous conditions on the right-of-way.

EDUCATION: BS Degree in Engineering or a related field or the equivalent combination of education, training and/or experience.
PREFERRED EDUCATION: Bachelor’s Degree in Engineering
WORK EXPERIENCE: Must be qualified on AMT2, NORAC, RWP, MW1000 and FRA Regulations. Track supervisory experience with experience in all phases of track inspection, maintenance and construction. Senior management, project management, inventory management, technical supervision, effective communication, administration. Planning/scheduling, budget/finance, field production methods, RR maintenance and construction methods, RR operations and procedures, spreadsheets.
PREFERRED WORK EXPERIENCE: Prefer working knowledge of B&B, C&S, Track and ET departments. Knowledge of track usage process.
OTHER REQUIREMENTS: Effective writing, effective presentations, conducting meetings, conducting interviews, supervisory skills, advanced management and leadership, interpersonal communications, handling employee injuries, conducting investigations, PPE. Fast-paced environment with frequently changing priorities. Combination of office and field work. Must be able to work in the field under all weather conditions. Position is also on call 24/7.
COMMUNICATION AND INTERPERSONAL SKILLS: Excellent interpersonal skills to deal with all levels of employees, both internal and external customers. Excellent verbal and written communication skills.
