Department & how it relates to the role



What is ORBIS?



ORBIS programme of work which will deliver a sustainable improvement in asset information, designed to enable Network Rail to deliver greater Value for Money, improve asset management maturity, drive a positive culture toward management of information and implement the governance required for a devolved industry structure. It will be delivered over a number of years and involve many interrelated projects, which improve the way we work and the systems we use.



In order to meet its business objectives and support the needs of its industry partners, Network Rail requires high quality asset information to safely and efficiently plan, design, change, manage and operate the GB rail infrastructure.



In 2009 the Asset Information business function was created within engineering as a collective of diverse asset systems and data management teams which were formerly dispersed across the business. The diversity extents to:



· Asset register and master data management to maintain registers of all infrastructure elements

· Operation of a fleet of eight highly advanced measurement trains and associated data processing to monitor the condition and quality of the infrastructure

· Controlled document distribution for rule books, standards

· Map-based information provision covering both underground (buried) services and geo-mapped data sets

· Management of rail vehicle information at a national register and EU interoperability level

· Data analysis and reporting, mainly for corporate governance and regulatory purposes



In 2010 Network Rail identified a need for further and long-term sustainable improvement in Network Rail’s asset information, information-related processes and supporting systems. A Director-level post and associated organisation for Asset Information was established, reporting to the Head of Asset Management. The post was filled in late 2010. A new vision and objectives for the Asset Information organisation were subsequently determined:



Network Rails Asset Information vision is to serve Network Rail as the trusted source of asset-related information and insight, from which informed business decisions can be made to balance risk, performance and funding.



The Asset Information organisation has three primary objectives:

· To provide information products and services aligned to our customers business processes, so that our customers are able to work more effectively.

· To provide information of known quality, so that our customers can make informed decisions mindful of the risks attached to the quality of information.

· To manage and assure, on behalf of the GB rail industry and EU interoperability, the overall rail infrastructure network model and its associated mappings to fixed asset information, topographical (spatial) information, rail vehicle registers and safety-critical documentation.



Historically Network Rail’s asset information estate and processes have been internally focused. Whilst previous improvements in capability had been brought about in order to meet with railway license condition obligations, the Office of Rail Regulation (ORR) and its reporter (AMCL) concurred that further improvement was required. 2011 saw the definition of an ambitious programme of work to transform the organisation, its systems, processes and data into an asset information service for the GB Rail industry. This programme, Offering Rail Better Information Services (ORBIS), sets out a seven-year plan of activity with associated investment totalling £330m. It was approved in totality by the Network Rail Board in September 2011, and delivery is now underway.



Key outcomes from ORBIS

· Some of the key outcomes that ORBIS will deliver:

* A complete asset register for the whole of Network Rail’s infrastructure, to a known level of accuracy to support much better decision making
* Defined data standards, to ensure consistent data capture and use of terminology (e.g. relating to asset condition) across a devolved industry
* Much improved location accuracy on the network, defect and fault-finding by GPS location, which will result in problems being resolved more quickly
* Processes and skills in place to ensure asset information is recorded and maintained at a consistently high & agreed level, so that the business can continue to rely on good quality information
* Handheld technology deployed to the field workforce, offering better communications and positioning
* Paperless verification, inspection, defect and fault information entry so that we end up with better quality information in our asset registers
* Electronic document distribution for controlled documents – easier to control, access and search, e.g. maps, schematics and drawings to help people planning work
* An established network model which shows the capacity and capability of the network to support much improved planning
* Base Ordinance Survey maps, with integrated hazard register information for safer working

This role is to lead the business transformation programmes for ORBIS and provide effective co-ordination of the programmes and projects, their interdependencies and any risks or issues that arise. Responsible for benefit realisation of the programme to agreed scope, time and cost.




About the role (External)



Key Accountabilities



· Own the programme vision and maintain the alignment to Network Rail’s strategic direction.

· Direct and lead the delivery and implementation of the programme, taking personal accountability for its outcome(s) and the realisation of their associated benefits.

· Manage the programme’s governance arrangements according to appropriate requirements and quality.

· Lead the interface with senior stakeholders and deliver effective interfaces and communications to all stakeholders.

· Identify and manage the key strategic risks facing the programme.

· Guide the organisation and its staff through the process of change and make necessary adjustments to programme deliverables to realise benefits.

· Commission and chair reviews both during the programme and following programme closure that formally assess the programme’s continued alignment with its objectives, capability of delivery and measurable achievement of benefits.

· Manage and support the Programme and Project Managers.

* Develop and improve relationships with key stakeholders and suppliers.



Job Skills, Experience and Qualifications



Essential

· Extensive experience in a senior management role

· Experience of delivering strategic change programmes with a budget of over £100m

· Extensive experience of risk management in large infrastructure delivery programmes and the associated bureaucracy

· Effective leadership, interpersonal and communication skills

· Sufficient seniority and credibility to advise programme and project managers on their projects in relation to the programme

· Demonstrable knowledge of programme and project management approaches

· Strong commercial focus and financially astute

· Educated to degree level



Desirable

· Formal Programme Management qualification (e.g. Managing Successful Programmes Practitioner)

* Knowledge of the rail industry
