Job Description

Department & how it relates to the role

ORBIS - Offering Rail Better Information Services - is the delivery programme which has been established to deliver Network Rails Asset Information Strategy and Vision.

Network Rail needs to deliver greater value for money, and at the same time ensuring that we strike the right balance between investment, performance and risk. We are an asset-intensive business and we can only make informed decisions to achieve the right balance on the basis of better knowledge about our assets, e.g. what the assets are, where they are located, what condition they are in, how reliable they are, how they are being utilised and how they perform when combined as a system. ORBIS delivers this.

ORBIS is an 8 year business transformation programme covering technology, process, data and business change. It will be delivered in 3 tranches. Work has commenced on the first tranche which will focus on putting in place the foundations for the new Asset Information Strategy. Benefits will be delivered across all asset groups and in network operations and the primary beneficiary in the first tranche will be Track. Tranche 1 will run for 3 years and the expected peak headcount is 150+

The programme was launched in Oct 2011 and the core team has now been mobilised and delivery of the early projects is underway. Additional experienced resources are now being recruited to support the delivery teams. A number of vacancies need to be filled. About the role (External)

The main purpose of this role is to be accountable for all activities relating to the delivery of large and complex projects or a portfolio of projects as part of ORBIS asset information transformation programme within Network Rail. Projects will cover the following domains:

i) Business transformation,
ii) Information Technology,
iii) Data improvement. Accountabilities are broadly categorised into: Delivery, Stakeholder Management, Supplier Management, and Financial Management.

Key Accountabilities

Delivery

• Take accountability and responsibility for the delivery of large scale projects or project portfolios across all domains within timescale, quality and budget.

• Manage projects to successful completion ensuring they deliver the capabilities required to achieve the business benefits.

• Form project teams consisting of the required specialists so that pragmatic and supportable solutions are delivered by ORBIS, Asset Management and other Network Rail functions that comply with the appropriate technical Standards.

• Operate effective risk and issue management and change control processes in line with ORBIS governance and project management standards, including reporting to the Programme Board.

• Create project plans, identify the critical path, baseline the plans and track against the baseline plan at an appropriate frequency so that issues are identified and managed prior to affecting the critical path. This includes strong management of dependencies between other projects within the ORBIS programme or suppliers. Take action and escalate issues in a timely manner.

Stakeholder Management

• Build and maintain relationships with business representatives and stakeholders so that expectations are managed and requirements are benefits driven. Act as the primary point of contact for the project or portfolio and work closely with the client to manage issues and concerns.

• Work with the ORBIS stakeholder manager to understand how their projects are managed as part of the overall stakeholder management activity ensuring a cohesive approach across the programme. Understand the stakeholders’ business strategy in the context of Network Rail and the Rail Industry as a whole.

• Regularly update sponsors and stakeholders on the progress of the project or portfolio with clear, appropriate, and timely communications.

• Support the process of project prioritisation, approval and initiation.

• Assist the ORBIS programme in advancing its working practices, processes and procedures.



Supplier Management

• Take overall accountability supplier contract management relating to systems integrators and other third parties in terms of their deliverables to the project.

• Manage commercial risk on behalf of Network Rail through the lifecycle of the project(s). Manage suppliers so that they deliver to time and budget, and manage the process of dealing with supplier issued Change Requests. Take advanced action to mitigate risks.

• Establish partnership style relationships with suppliers so that issues can be resolved quickly and amicably with the minimum of overhead and to continuously drive the end to end efficiency and effectiveness of project delivery.

• Ensure that any internal issues or blockages holding up the progress of the project are managed through to resolution promptly to ensure suppliers are able to continue to meet their delivery targets.

• Oversee and check that contracts and other formal documents are appropriate in terms of the allocation of risk and responsibility, so that Network Rail does not duplicate supplier responsibilities while protecting Network Rail against supplier failure. Use this knowledge to guide future contracts.

Financial Management

• Manage project finances as required by Network Rail standards, including accurate and informed forecasting, authorisation of payment only on delivery, and accurate reporting of the project status and current financial position. Take appropriate and timely action where financial measures deviate from agreed tolerances.

• Manage changes to the deliverables or financials declared within the Investment Paper through the ORBIS change control procedure. Demonstrate to relevant stakeholders that project costs are traceable to the project plan.

Skills, Experience & Qualifications

Skills and abilities required for the role

• Significant project management experience of successful large scale projects – circa £5m and teams of 30+.
• Experience of working in large scale programmes
• Successful track record in managing the delivery of programmes or portfolios of Business Transformation or IT projects with associated benefits realisation.
• Solid experience in the use of project planning tools and critical path management at the Programme level.
• Proven track record in managing the delivery of transformation projects which include delivery of IT solutions, business change and data improvement via third party suppliers, including projects with multiple third parties and multiple systems integrators
• Knowledge and experience of applying a range of delivery, development, and software engineering life cycles, e.g. waterfall, RAD, JAD, DSDM, Agile
• Formal Project Management qualification (e.g. RPP, CPM, MSP) or a degree in a computer related discipline.
• Good IT technical skills
• Good financial management skills
• Significant experience of procuring using OJEU methodologies
• Proven ability in commercial and contractual issues, and resolving issues amicably and without damage to the project critical path or funding constraints
• Ability to drive value from Suppliers
• Experience of leading, managing, motivating and developing team members.
• DESIRABLE – Experience of delivering projects in the asset management domain.

Leadership Capability

The following leadership capabilities are expected for this role, with one leadership capability periodically reaching ‘Legacy’ level, one/two consistently reaching ‘Role Model’ level and

three/four consistently reaching ‘Good/Adds Value’ level (less frequently used capabilities can be utilised at ‘Job Neutral’ level).
